M=POWER 3.0 ENERGY RESILIENCE RETROFIT PROGRAM (ERRP)

The M=Power 3.0 Program is a clean energy and healthy housing initiative run by the nonprofit Efficiency for All (EFA) in collaboration with the Connecticut Department of Housing (DOH). This program offers income-eligible homeowners and renters access to a FREE home energy assessment. Once the energy assessment is completed, the home can receive energy-efficient upgrades.

Program qualifications

Location: North End Of Hartford

The North End section of the City of Hartford has been selected for the next area to bring out the Energy Resilience Retrofit Pilot Program. Our program will provide a FREE home energy assessment through the Department of Housing. Your home may qualify for no-cost energy upgrades, such as insulation, heat pumps, or windows. 

You May Qualify For:

Additional upgrade opportunities. Depending on your home’s

existing conditions and the efficiency measures recommended

during the initial home visit, you may also qualify for additional

low- to no-cost upgrades such as:

• Insulation, air sealing and duct sealing

• Heating, cooling and water heating equipment

• Windows

• Refrigerator and/or freezer rebates or vouchers

• Advanced duct sealing

What's a FREE Home Energy Assessment?

A no-cost initial home visit where you will receive:

• Walkthrough inspection for health and safety concerns

• Installation of efficient aerators, shower heads

and hot water pipe insulation

• Identification of energy efficiency opportunities

• A U.S. Department of Energy Home Energy ScoreTM

There are four options to qualify for the program. You only need to

meet one of the options (A, B, C or D) listed below. If you are

not the property owner, your property owner/landlord must sign the Property Owner/Landlord Authorization form.

Option A

You may qualify if you are enrolled in one of the programs listed below. No other information is required.

• Eversource: Electric Discount Rate or Matching Payment Program

• CNG, SCG and UI: Low-Income Discount Rate, Matching Payment or Bill Forgiveness Program

Option B

You may qualify if you can provide a copy of one of the following with your completed application. No other Information is required.

• Electronic Benefit Transfer (EBT) Award Letter for Supplemental Income Recipients

• Energy Assistance Award Letter

• Section 8 Housing Choice Voucher

Option C

You may qualify if your household’s income is less than the maximum annual income amount listed above. Your household income includes the annual gross income of all household members 18 years or older. You will need to provide copies of information to show your household income. For any household member 18 years or older without an income, please list all names on the Zero Income Affidavit

Multi Families

Option D

The entire property may qualify if all or half of the tenants qualify for Home Energy Solutions – Income

Eligible. For example, in a 2-unit building, one unit must qualify. In a 3–4 unit building, at least 2 units must qualify.


Note: The property owner must supply information in Section 3: Applicant Qualification Information for all units in the property to receive Home Energy Solutions – Income Eligible services at no cost. For properties with more than 4 units,

Mold Removal - Insulation - Energy Savings- Healthier Homes

Barrier Removal

Common barriers to weatherization include the presence of asbestos, knob and tube wiring, mold, lead, structural issues, and venting and combustion safety issues, among others.

Insulation

Insulation creates a barrier against heat flow, reducing conductive and convective energy transfer. It helps homes stay warm in the winter and cool in the summer, significantly lowering energy bills, reducing outside noise, and improving overall indoor comfort. 

HVAC Repairs

Prompt HVAC repairs—like fixing leaks, cleaning coils, and clearing clogged filters—directly improve energy efficiency by reducing system strain. Addressing these issues early prevents wasted electricity and can restore your unit's performance, significantly lowering your utility bills. 

Window Repairs

Replacing old, drafty windows with ENERGY STAR certified windows can lower your household energy bills by up to 13% nationwide. In the Windsor, CT area, these upgrades are vital for retaining winter heat and blocking summer drafts, easing the load on your heating and cooling systems.

Air-Sealing

 Air sealing is the process of  BPI- certified technicians entering the attic or basement to close gaps, cracks, and holes in a building's envelope. It stops conditioned air from escaping and prevents unconditioned outdoor air from entering, which drastically lowers energy bills, stops drafts, prevents moisture damage, and improves indoor air quality.

ADA Accessibility

Upgrading your home with ADA-compliant accessibility and energy-efficiency features boosts comfort, lowers utility bills, and enables aging in place. Key improvements include installing zero-step entryways, widening doorways, ADA bathroom remodeling, and wheelchair-accessible amps.

Ventilation

To maximize energy efficiency while maintaining healthy indoor air quality, focus on sealing air leaks first, then install mechanical ventilation with heat recovery to control air exchanges. This ensures you aren't wasting conditioned indoor air. Some examples of added ventilation in the homes are bath fans, kitchen fans, soffit vents, and attic vents .

Weather stripping

Weather stripping is one of the highest-ROI home upgrades you can make. It seals gaps around operable doors and windows, preventing conditioned air from escaping. Proper air sealing can cut annual heating and cooling costs by 5% to 15%

Energy Star Apppliances

ENERGY STAR appliances and home upgrades are highly effective ways to lower your energy bills, increase home comfort, and reduce your carbon footprint. Key projects range from replacing individual appliances to comprehensive, whole-house electrification and weatherization. 

Every home starts with a home energy assessment. If any health or safety barriers are found in the home at the time of the initial visit, the team must remediate those barriers before continuing with additional energy-efficient upgrades. Your safety comes first!
